New NHS Organisational Structures in England and Patient Group Directions

Primary Care Trusts (PCTs) in England will no longer operate as of 1 April 2013. PCTs are being replaced by local area teams and clinical commissioning groups (CCGs) in four geographical regions (North of England, London, Midlands and East and South of England).

Because of these organisational changes, medicine legislation requires to be changed also. The Medicines and Healthcare products Regulatory Agency (MHRA) and the Department of Health (DH) are amending medicines regulation to allow:

  • CCG, Local Authorities and the NHS Commissioning Board to authorise Patient Group Directions (PGDs) from April 2013.
  • Existing PGDs with an expiry date after 31 March 2013 to continue to be legal until the PGD expires or is replaced.
  • Transitional arrangements for continued availability of PGDs during periods of organisational change, and to ensure that staff and organisations are not acting outside the law.
