On the 21 April 2016 the Ugandan Ministry of Health issued a press release which stated that all travellers going in and out of Uganda are required to provide proof of yellow fever (YF) vaccination.
This is in response to the current YF outbreak in Uganda; it does not specify a minimum age and should be followed until further notice.

There is a risk of YF and vaccination is advised for all travellers (unless contraindicated).
All travellers going in and out of Uganda are required to provide proof of YF vaccination.
